Every establishment can have only a single owner. And only the owner can pass his rights to another user.

To promote someone to the owner:

1) Open your establishment

2) Navigate to Admin Panel (at the bottom) > More > Team

3) Add an employee to your establishment that you would like to pass owner's rights to

4) Click the "Set as owner" button near the employee
